The AMCA welcomed the opportunity to provide feedback regarding the Victorian Government's Plumbing Regulations Regulatory Impact Statement and draft Regulations.
The proposed Regulations provide detailed requirements in relation to plumbing work, plumbing practitioners and the administration of plumbing work; with the principle aim to ensure that plumbing work in Victoria is carried out safely and competently.
The AMCA expressed our broad support for the regulatory framework presented by the Government, as it appropriately recognises the need for plumbing practitioners to have a mix of qualifications, experience and knowledge to satisfactorily demonstrate competence.
We also welcomed the recognition of Mechanical Services and Refrigerated Air Conditioning as separate scopes of work, as it is clearer and better reflects the training pathways of apprentices coming through the system.
However, we also encouraged government to ensure that the Regulations provide adequate flexibility that acknowledges the interrelationship between the two scopes of work, and will continue to work with the Department of Environment, Land, Water and Planning (DELWP) and the Victorian Building Authority (VBA) on the operational and administrative arrangements that will give effect to the final recommendations.
